ap-northeast-1bの新規インスタンス制限

m3のインスタンスをap-northeast-1bで作成しようとしたらできず。

今後、ap-northeast-1bは新規インスタンスの作成を制限するらしいので、
ap-northeast-1a、ap-northeast-1cに作成する。
